Public Access Computers
Computer terminals are available for public use at the Arkansas State Library. All subscription databases leased by the Arkansas State Library are available on the public terminals. Terms of use:
- Patrons must sign a yearly Internet Use Agreement and abide by the Internet Use Policy
- Patrons are limited to 2 hours of computer use per day
- If other patrons are waiting for computer access, computer use is limited to 30 minutes
- All patrons under 14 years of age must be accompanied by a parent or guardian at all times
Internet Use Policy
- The Internet is available for Arkansas State Library patrons to use for research
- In accordance with Arkansas Acts 912 and 1533 of 2001, before an individual may use a library computer he or she must sign a use agreement form verifying that he or she has read and understands the Arkansas State Library Internet Use Policy
- Patrons are responsible for using discretion both in accessing and evaluating information that is available on the Internet
- Act 339 of 2007 prohibits the use of hardware, software, peripherals that are not owned by the Arkansas State Library with the agency network without written approval from the State Librarian
- In accordance with the Children's Internet Protection Act (CIPA) decision by the Supreme Court on June 23, 2003, the Arkansas State Library has installed a content filter for all public access computers in the library
- Restriction of a child's access to the Internet through the Arkansas State Library connection is the responsibility of the parent of legal guardian. A consent form, signed by a parent or guardian, is required for children under the age of 18. Children under 18 may access free U.S. Government information with the assistance of the reference staff.
- If a minor is not being monitored by an adult, library staff will instruct the minor to choose another website or terminate the use of the Internet session if the child is observed viewing a site deemed unsuitable for juveniles
- Library staff members may assist patrons in accessing the Internet; however, training in computer usage is the responsibility of the patron
- The Arkansas State Library staff reserves the right to end an Internet session if the Internet search is causing a disruption of library services or if the behavior of the patron becomes inappropriate for a library setting
- Computers are available on a first come, first served basis. If other patrons are waiting for Internet access, sessions are limited to one-half hour. Each patron must sign the time sheet at each work station every time he or she accesses the computer
- The Arkansas State Library does not provide e-mail accounts for the public
