In 2023, Arapahoe Libraries (Colo.) began a project to engage Spanish-speaking families in early literacy services and library resources. Learn how an outreach initiative inspired an outreach pilot program to connect with hispanohablantes. This pilot, launched in collaboration with language and mobile library services, continued through 2024 with great success. We are excited to share our newfound best practices for reducing barriers and connecting with underserved communities.
As a result of this program, attendees will:
- Understand unique challenges in providing outreach services to communities who may have never used a public library.
- Improve outreach initiatives and cultivate relationships with communities that do not speak English by analyzing the successes and failures of our pilot program.
- Explore outreach strategies that are scalable for libraries of all sizes.

Andy Gallegos – Biography
Andy has worked in libraries across the U.S. for 9 years and in a variety of roles, but his passion continues to be championing early literacy, child development and providing support for families. He currently manages Arapahoe Libraries’ 8 Family Place Library ™ designations and supervises the district’s early childhood literacy services and programs.
Andy attended the Family Place Training Institute in 2022 and served as a member of the Colorado Libraries for Early Literacy (CLEL) Bell Awards committee in 2023 and 2024. An advocate for Head Start, he served on the Governing Board and Policy Council of Pinal and Gila County.
Carina Oliva Quiroz – Biography
Carina works at Arapahoe Libraries in Colorado and has 15 years of library experience. She conducts Spanish and Bilingual Storytimes and serves on the library district’s translation team for Spanish-language. She co-authored the book “Primas, Manitas and Calabacitas & Other Tummy Tales”.
Carina also worked at Denver Public Schools and is currently serving on the Colorado Libraries for Early Literacy (CLEL) Bells “Campanitas de Plata” Award committee.
